«The second theme of the Congress is 'The Synthesis of the Plastic Arts'. Many architects and town-planners are now occupied with the problems of reconstructing old cities and the creation of new civic centres. CIAM architects, who first concentrated their studies upon low-cost housin and hospitals, have known for years that the principles in which we believe cannot be boxed up in the rigid framework of 'functional' architecture as this term is interpreted by most people. The visual delight of the spirit is an eternal need which cannot be ignored in any period — least of all in our own time.
The study of the inter-relation of the plastic arts — that synthesis between town-planning, architecture, painting and sculpture which has often been attained in the past — is to-day a matter of universal concern. CIAM has invited several notable artists and art critics to join us in the work of this Congress and we are grateful to those who are among us to-day.»
